of Hong Kong to the Secretary of State for the Colonies.

Dated 7th October 1937. Received 9.43 a.m., 7th October.

Addressed to Tokio No.13 of the 7th October repeated to Secretary of State for the Colonies telegram No.222.

Your telegram No.26 repeating your telegram No.486 to

the Foreign Office. I still await instructions from His

Majesty's Government.

(Two corrupt groups). I have forbidden the use of British

rolling stock including engines for the conveyance of

munitions over the Chinese section of the railway and this

has acted as partial and indirect embargo. If authorised

by the Secretary of State I could furnish the Japanese Consul confidentially with certified waybills indicating the volume of

traffic.
